Zero Tolerance for Unjustified Pendency

During the walkthrough, Commissioner Rawat stressed that no case should linger without a legitimate cause. He instructed officials to hold regular hearings and to clear all pending matters in strict accordance with statutory timelines, thereby eliminating avoidable delays.

Accelerating Section 143 Land‑Use Applications

Reviewing applications filed under Section 143, which pertain to land‑use conversions, the commissioner mandated a ten‑day turnaround for every pending file, urging staff to uphold transparency and adhere to the prescribed procedural framework.

Mutation Files Under Scrutiny

Commissioner Rawat expressed strong dissatisfaction after discovering that a majority of mutation dossiers were being rejected on the 35th day of filing. He ordered an immediate explanation from the Tehsildar and reiterated that mutation cases must be examined and disposed of within the legally defined period.

‘Khurra’ Cases Pending for Over Two Years

Long‑standing “Khurra” disputes, some stalled for more than two years, were also highlighted. The commissioner directed that the responsible Patwaris provide detailed justifications for these protracted delays.

Monitoring and Streamlining Procedures

To prevent repeated citizen visits to government offices, the Divisional Commissioner tasked the Sub‑Divisional Magistrate (SDM) with continuous monitoring of all pending Tehsil cases. He called for a streamlined workflow that guarantees timely, quality resolutions.

Advocates’ Appeal and Immediate Action

A group of local advocates met the commissioner during the inspection, urging the appointment of an Ahlmad at the Tehsil office. Rawat assured swift placement of the officer and appealed to the legal fraternity to help raise public awareness about mutation processes.
