Dehradun. Chief Minister Pushkar Singh Dhami announced the direct transfer of ₹18.49 crore into the bank accounts of 10,709 eligible construction workers under the Uttarakhand Building and Other Construction Workers Welfare Board schemes.
Direct Transfer to Workers
Speaking from the Chief Minister’s residence, Dhami highlighted the pivotal role of construction workers in the state’s development. He instructed officials to guarantee that beneficiaries and their families receive education, healthcare, nutrition and social‑security benefits promptly and transparently.
Health and Social Welfare Initiatives
The CM stressed immediate medical attention for workers diagnosed with illnesses during health screenings. He called for close coordination between the Labour and Health departments to ensure swift referrals and treatment.
With the festive season approaching, Dhami urged all departments to intensify public‑welfare activities, placing special emphasis on children’s education, family nutrition, women’s health and workplace medical facilities.
The latest DBT payout encompasses 95 maternity assistance beneficiaries, 177 post‑death assistance beneficiaries, 2,354 daughter‑marriage assistance beneficiaries and 8,083 education assistance beneficiaries.
To date, the integrated welfare model has distributed 33,429 educational material kits, 26,674 hygiene kits and 23,216 nutrition kits, bringing the total number of kits handed out to 83,319.
Under the Shramik Health Scheme, workers have undergone 20,527 health screenings and 232,281 health tests. The Chief Minister expressed satisfaction, noting that early detection has helped identify serious conditions at an early stage.
Digital Labour Cess Management Gains
The meeting reviewed progress of the Labour Cess Collection Management System (LCCMS). The digital platform, which earned the SKOCH Gold Award for e‑Governance in 2025, has been highlighted in the Government of India’s Best Practices Compendium.
Through LCCMS, 21,200 establishments are now registered online, and cess collection has surged by 47.21 %. Officials presented the system as a replicable model for other states.
Recognition and Replication of the Health Model
Representatives from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh praised the Uttarakhand Shramik Health Scheme at a national conference in Mumbai and expressed interest in adopting the model.
Mobile medical units now deliver screening, consultation and referral services directly at construction sites, showcasing a scalable approach for broader implementation.
Ensuring Inclusive Coverage
Dhami directed continuous monitoring of beneficiary coverage and eligibility verification at the district level, stressing that workers in remote areas must not be left out of welfare schemes.
Present at the programme were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Welfare Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, and senior officials from the Labour Department.
